桂佳律师从事知识产权法律业务，并拥有中国和美国加州双重律师执业资格。桂佳律师对中国知识产权法律有系统、全面和深⼊的研究，并对美国和欧盟的知识产权法律有⼀定了解。他通过境内外诉讼、仲裁及调解等各种争议解决方式所处理的知识产权方面案件包括商标、专利、著作权、网络域名、商业秘密、反不正当竞争和反垄断等诸多方面。他还经常在非诉讼知识产权项目中为客户提供法律服务，涉及知识产权战略保护和规划、知识产权尽职调查、知识产权交易、知识产权咨询和知识产权维权等方面。

桂佳律师是第一位被世界知识产权组织任命为该机构仲裁员的中国执业律师，还是仅有的一位中国籍世界知识产权组织仲裁员之中最年轻的一位。桂佳律师曾参与处理过的部分案件被中国最高人民法院评为中国十大知识产权案件。他是中国工业和信息化部组建的首批知识产权专家库中最年轻的专家。桂佳律师应中国科学技术部邀请以知识产权专家身份评审国家级科研项目，并受邀向中国商务部就中国电子商务知识产权立法提供专家意见。桂佳律师还是中国知识产权法学研究会理事和中国国际经济贸易仲裁委员会域名争议解决中心的域名专家。他还就中国知识产权保护的有关话题接受了路透社等媒体的采访。
桂佳律师被环太平洋律师协会(IPBA)任命为该协会知识产权委员会的副主席（2013年），还当选了全美律师协会(ABA)国际法律分会国际知识产权委员会的副主席（2014 年）和知识产权分会 中国知识产权特别⼯作组的副主席（2014年）。
桂佳律师毕业于中国人民大学法学院，获得法学学士学位。他还就读于瑞典斯德哥尔摩大学法学院，并以优秀毕业生的身份获得欧盟知识产权法法学硕士学位。
在加入环球律师事务所之前，桂佳律师曾在金杜律师事务所、美国贝克麦坚时律师事务所和瑞士文斐律师事务所等律所工作。
Meph Jia Gui is a partner of Global Law Office with specialization in intellectual property (IP) laws. Admitted to practice laws in China and the State of California, Meph has extensive
experience in practicing IP laws. With solid work experience at leading law firms in China for years, he represented multinationals in relation to enforcement, acquisition and licensing of trademark, copyright and Internet related matters, patent, trade secret and domain names. He advises on various IP matters in China relating to the creation, exploitation and protection of IP rights, including contentious and non-contentious matters.
Meph has a great deal of experience in representing clients for IP lawsuits in different levels of courts in China. Some lawsuits he handled were recognized by the Supreme People’s Court of China as top 10 exemplary cases. In addition to his contentious experience, Meph has provided clients with legal service of general IP advice, IP due diligence, strategic IP advice, transactional IP work, and advice against future IP disputes in commercial deals.
Meph was awarded “the Client Choice Top 20 Lawyers in China (2013)” by Asian Legal Business (ALB), and notably, he is the only IP lawyer winning the award. Meph won the same
ALB award in 2014. Meph was recognized as a leading IP lawyer in China by Chambers & Partners, Asia Law & Practice, and LegalBand in 2015. He was also recognized as an IP Star in China by Managing IP in 2015.
As the first Chinese lawyer becoming an arbitrator of the Arbitration and Mediation Center of the World Intellectual Property Organization (WIPO), Meph is the youngest among the very few Chinese WIPO arbitrators. Meph was invited by the Ministry of Science and Technology of China as an IP expert to make expert appraisal on State-sponsored national technology projects. He is the youngest IP expert listed in the first IP Expert Pool of the Ministry of Industry and Information Technology of China, and one of the very few lawyer-experts invited by the Ministry of Commerce of China to provide IP opinions on e-Commerce legislation.
Prior to joining Global Law Office, Meph worked with the IP Litigation Group and IP Legal Group of King & Wood PRC Lawyers (now: King & Wood Mallesons), the IP Group of
Baker & McKenzie LLP, and other law firms.
